I have a Centralized Server with one data and many user in branches did i have to create PCSID for each user ?

I have 5 branches under my company and each one of them have many user (devices) that serve costumers did i have to create PCID for each branch and users known that the branch does not have a separate program it only have users in my main program and in the documentaion their is a On Premise or Cloud it said that only one PCSID in the server

Kindly note that every device issuing invoices with the same VAT number should be registered.
