Is Payment method mandatory for credit notes?

Is Payment method mandatory for credit notes? If no please can you share a sample only mentioning reason as refund becuase I am facing error if I dont including Payment method, if i include all ok. This is for BtoC

This is the xml code I am sending then I am getting attached error.

But If i send like this everything is ok

Since payment code is not mandatory for BtoC credit note, I want to remove it. Please suggest how can we handle this.
