Hotel Additional Tax as per its rating

As per the rating of the hotel, additional tax is to paid. e.g.
3 star hotel has to pay 2.5% tax,

We tried to add this additional tax in allowance with VAT Category standard rate, but we are getting error that it must be either 5 or 15%.

How shall we handle this?

We are adding the hotel 2.5% as charges in the Allowance charge. amount with 15% tax.
